
$272.6 Million PACT Project to Renovate the Homes of Nearly 800 Residents at Metro North Plaza and Gaylord White Houses Moves Forward as NYCHA and Partners Close on Financing
We are thrilled to announce that Ascendant Neighborhood Development, in partnership with The Community Builders, Inc. (TCB), has officially closed on financing for the comprehensive revitalization of Metro North Plaza Houses and Gaylord White Houses—bringing long-overdue investment to more than 500 New York City Housing Authority (NYCHA) homes in East Harlem.
This transformative project—known as PACT10—is a cornerstone of Ascendant’s mission to preserve deeply affordable housing and advance racial and economic equity in the neighborhoods we call home. With MDG Design + Construction leading renovations and the Wavecrest Management Team already on the ground beginning immediate repairs and cleaning, the work is well underway to restore these properties into healthier, safer, and more dignified homes for residents.
As part of NYCHA’s Permanent Affordability Commitment Together (PACT) initiative, the project was made possible through a robust public-private partnership, including key support from the NYC Housing Development Corporation (HDC) and NYC Housing Preservation & Development (HPD). Beyond bricks and mortar, this project is deeply rooted in resident-driven planning. Residents of Metro North and Gaylord White have played a leading role in shaping the vision through ongoing engagement, including Needs Assessments, town halls, and project advisory committees.
This revitalization marks more than a physical upgrade—it’s a restoration of trust and community. We honor the strength, leadership, and resilience of the families who live here. Your advocacy has helped shape every step of this process, and your voices will continue to guide this work as construction progresses.
What’s Next?
Renovations across all four buildings will include:
- New kitchens and bathrooms
- Upgraded building systems
- Energy-efficiency and climate resilience upgrades
- Redesigned open spaces and improved accessibility
- Enhanced on-site social services and resident support via TCB’s Community Life program

This effort is part of a larger movement to preserve public housing for future generations while restoring dignity to its current residents.
